The tribe has two leaders because one will be a girl, and the other would be a boy. If the Tribe Teller was a she-cat, she'd have her tribe-second (deputy) be a tom, and her mate. If it was a tom, he'd have his tribe-second be a she-cat so they can be mates. If the tribe teller dies, the tribe-second becomes the tribe-teller and he/she must pick a new mate.
